Locate Jessup Correctional Institution Inmates

Jessup Correctional Institution is a Maryland state prison in the Jessup area of Howard County, Maryland, not a county jail or Central Booking site. To look up inmates at Jessup Correctional Institution, use the Maryland DPSCS incarcerated individual locator for sentenced state custody. Howard County jail phone checks do not replace the state prison locator, and county booking records do not show the full prison status for a person committed to the Commissioner of Correction.

Jessup Correctional Institution Overview

Jessup Correctional Institution, often shortened to JCI, is operated by the Maryland Department of Public Safety and Correctional Services. DPSCS lists it as a maximum-security state prison and notes that it was formerly the Maryland House of Correction-Annex. The current facility page lists the year opened as 1991. It serves sentenced Maryland state prisoners, not Howard County pretrial detainees waiting for local court hearings.

This distinction is central to inmate lookup. A person arrested in Howard County may begin at Central Booking or the Howard County Detention Center, but after sentencing and state commitment, the correct search path becomes DPSCS. The county jail has no public roster in the research, and it would not be the right tool for a person who has already moved into state prison custody.

The official DPSCS Jessup Correctional Institution page provides the facility address, phone numbers, leadership, security level, phone-account information, and visit schedule.

Because the source is a state prison page, it should be read with DPSCS custody rules rather than Howard County jail procedures.

Jessup Correctional Institution Custody

The research did not locate a current JCI capacity figure on the DPSCS facility page, so no bed count is stated. DPSCS does publish the operational identifiers that matter for custody lookup: JCI is a maximum-security state prison, opened in 1991, and houses sentenced state prisoners. It is part of the Maryland prison system, separate from Howard County Corrections.

Search Jessup Correctional Institution Inmates

Use the Maryland DPSCS incarcerated individual locator to search for a person who may be housed at JCI. DPSCS says the locator helps the public learn the housing location of incarcerated individuals committed to the custody of the Commissioner of Correction and currently housed at Division of Correction facilities, Patuxent Institution, and some short-sentenced people in Division of Pretrial and Detention Services facilities. DPSCS also says the locator does not list everyone in custody and does not list people no longer in custody because of release or escape.

  1. Open the Maryland DPSCS incarcerated individual locator, not a Howard County jail roster.
  2. Search by first name and last name as shown on the DPSCS search page.
  3. Review the result for housing location and confirm that it lists Jessup Correctional Institution.
  4. If no result appears, consider spelling, release status, and DPSCS limits before assuming the person is not in state custody.

Jessup Correctional Institution Contact

DPSCS lists JCI with a Jessup post office box rather than the county jail's Waterloo Road street address. The facility page also lists a fax number and leadership names, including Commissioner Keith D. Dickens, Warden Damean Stewart, Assistant Wardens Nate' Denton and Angela Swan, and Chief of Security Yevonicia Boyd. Leadership names can change, so verify them with DPSCS when the exact official is important.

Jessup Correctional Institution Visits

JCI visitation is a state prison schedule, not a county jail lobby schedule. DPSCS lists in-person visits on Saturday, Sunday, or Monday in two blocks. Visits last one hour, and last registration occurs before the end of each block. Jessup Regional Hospital has a separate weekend schedule. Video visits use Microsoft Teams under the schedule captured in the research, effective August 15, 2025.

Jessup Correctional Institution Money

DPSCS research states that ConnectNetwork, GTL, or ViaPath handles phone and debit account funding for JCI. State prison money and phone rules differ from Howard County Detention Center's Access Corrections and county commissary path. DPSCS also maintains statewide package and family-resource pages that apply to prison custody and may change by facility or security status.

That difference is not just a vendor detail. County jail funds are tied to a local account while the person is held at Howard County Detention Center. Once a person is in DPSCS custody at JCI, the account and communication rules follow the state system. Families should confirm the person's housing location with the DPSCS locator before using a phone, debit, package, or mail process, since money sent through the wrong system can be delayed and may not reach the intended account.

Jessup Correctional Institution Intake

JCI intake should be understood as state prison admission and classification, not street-arrest booking. A Howard County arrestee is first processed through Central Booking if the arrest is local. If convicted and committed to state custody, the person moves under DPSCS authority. Classification is the prison system's process for determining custody level, housing, programs, and security needs after commitment.

Federal and immigration custody are also separate. BOP and ICE systems generally do not publish mugshot galleries like local booking sites, and no BOP facility was identified in Howard County. If a person is in federal or immigration custody, use the federal BOP locator, U.S. Marshals District of Maryland context, federal court records, or ICE ODLS rather than JCI.

Maryland VINE can still be useful as a notification service for custody changes, but it should not be treated as a full JCI prison profile. VINE status, DPSCS housing location, and Maryland court records answer different questions. A court docket may show conviction, sentence, hearings, and disposition, while the DPSCS locator addresses current state housing. When those sources appear to conflict, call the facility or DPSCS because transfers, release processing, and data updates may not happen at the same time.

About Jessup Correctional Institution

JCI sits in a region where several correctional names can be confused. Howard County Detention Center, Howard County Central Booking Facility, Jessup Correctional Institution, Patuxent Institution, Maryland Correctional Institution-Jessup, Dorsey Run, and other Jessup-named facilities are not interchangeable. JCI is the maximum-security DPSCS prison in this group, and it uses state prison lookup, visit, mail, package, and phone-account rules.

For Howard County families, the main practical question is custody stage. If the arrest is new, call Central Booking. If the person is held locally before trial or on a short county sentence, call HCDC and use VINE as a notification tool. If the person was sentenced to Maryland prison custody and may be at JCI, use DPSCS.

Note: Confirm the DPSCS housing location and current visit schedule before traveling to Jessup Correctional Institution.
